Chakra exists within every living thing in the Naruto universe. Though it's possible that a Rock Lee may exist, he still has chakra and just cannot utilize it. Also, Chi and Chakra are the same thing. Both come from different cultures but both represent life force.

I love this ability and I don't mean to bust your balls. I'm just letting you know the lore doesn't necessarily work.

chakra is composed of physical and spiritual energy. Cha is the spiritual, chi is the physical.

I want to point out that ignorance is not the same as absence. What do I mean? "They knew nothing of jutsu because it did not exist to them." is not a viable reason as to why this shinobi do not have chakra. Additionally, as Riku stated earlier, Chakra is a life force and Chakra can quite possibly be exchanged with the word Chi. So the lore is a bit iffy to say the least.

On another note, 300% to every stat is over-powered in so many ways. 5000 Experience Points isn't even a viable way to make that fair because experience points aren't a draw back. Neither is making them unable to use all fighting styles because you're just going to make jutsu that are non-chakra based, allowing them to do all of the things they normally wouldn't be able to do.

Additionally, when I gave you the idea of them having a poisonous chakra stream, it was not meant to be used in conjunction with 300% to every stat and this inability to be affected by genjutsu and the like, it was an alternative so that people couldn't absorb your chakra. However, since these shinobi "don't have chakra" then it's really not fair to say someone absorbing theirs would become poisoned.

Finally, you mentioned that they can see as fast as they can move. That's also over-doing it. You're basically trying to make an ability here with absolutely no flaws or draw backs. And while I have no qualms against some damn-good combo-ing, this (unfortunately) is not that. Lol.

tl;dr: Tone it down.
