EXP costs
Everything on this site that requires permission on this site also requires you to expend experience points to learn. If you do not have the experience points required to purchase the talent or technique, then you may not learn it. There are certain exceptions to this rule however.
Kinjutsu require you to purchase a Kinjutsu Scroll of the Technique you would like to learn in order for you to learn the technique ICly. Considering the fact that these items are IC items, they may be stolen from the character if the thief has adequate reason to know that you have this forbidden scroll. If the scroll is taken by someone else, or handed off, the recipient will not have to expend Experience Points in order to obtain a technique. Though they will not have to expend the experience points, they will still be required to required to obtain permission from moderation, administration, or the maker of said Kinjutsu. After a technique has been learned from a scroll, the scroll will become blank and empty, rendering it useless.
Talents work slightly differently. Talents do not have scrolls and as such, they cannot be stolen away from the person who purchased them. As a result, Talents generally cost more experience to learn than Kinjutsu due to their versatility and usability.
There are set Expenditure Costs for each individual Kinjutsu rather than differing ones like how Talents work. They are as below:

Unless otherwise stated, Kinjutsu costs follow this scale by rank and cost.
Learning Kinjutsu
Kinjutsu is a serious deal on this site, they are forbidden for a reason. Basically, Kinjutsu is a sub-class of technique that involves power-hits such as Rasengan, Chidori, and the like. They are extremely powerful and to help facilitate the flow of learning from one person to the other, something called a Kinjutsu Scroll must be purchased via the "Help Wanted" sub-forum, explaining why you deserve it and what your character has done to develop them to the point of learning said technique. If your reasons are good enough to be approved, the amount of EXP will be deducted from your character and your character may learn the technique. Kinjutsu scrolls CAN be stolen via IC contact if the enemy knows that you have one, however, just because they've stolen the scroll, doesn't mean they're allowed to learn it. It simply bypasses the problem of spending experience points to learn the technique. At the same time, one with the scroll may teach the technique to anyone who's been approved of learning the technique, effectively allowing them to bypass the exp expenditure process.
Point Training
Point training, similar to gaining experience is done by moderators and above. This is done whenever the user would like to learn a Talent. By first posting the talent that you'd like to learn, you may post a topic of learning the talent and have the topic graded up to the amount of points required to learn the talent. This is also the way that one learns bloodline abilities.
Post / Word-count Training
When learning jutsu, of any type, there are two ways to learn a technique. One is post-count training, the other is word-count training. Basically, one must do a set amount of posts to learn a technique or a set amount of words. For example, on this site, 115 words equals out to 1 full post. Generally, it can take betwen 5-15 posts to learn a just completely. Both Kinjutsu and Regular techniques are learned the same with the addition that Kinjutsu require 25% more training to learn than another non-kinjutsu of the exact same rank.
