Promotional deal!

Due to school getting in the way of me quickly completing this forum. I am giving a promotional deal. I will allow everyone's first character to start at the rank they choose as long as it is below jounin. On top of that, characters will be allotted 3 jutsu to start with, aside from the basics. That's all folks.

This has been changed to allow people's first character to start at Any Rank they want, as long as it is justified by a very well-done biography for the character. On top of that, characters may have up to 7 Jutsu to begin with, none of which may be kinjutsu.
