One more Uchiha thing

Uchiha hypnosis when used against other Uchiha. Currently they could reverse until one didn't feel like paying chakra to reverse. While nothing is actually wrong with that I suppose it seems rather silly. I propose one of two remedies.

1. The higher proficiency in genjutsu wins out. Should there be a tie it would go to rank, should that be even as well then they would be unable to reverse and only able to cancel each other's genjutsu. This option would reward genjutsu users that would likely be better within their field than non genjutsu users.

2. Uchiha would be unable to reverse each other, only able to cancel each other's genjutsu. Naturally this would still be at the cost, but would reduce confusion when Uchiha start going I reverse, no I reverse your reverse, I reverse that reverse, etc. This option while a bit less fun, in my opinion, is also just as valid to exist.

Option 2 is what I had assumed anyway.

I'd suggest the first option, as it seems a bit more fair.

Option 1 would only make sense if they're trying to reverse a jutsu they can't actually learn. In which case, honestly, an Uchiha shouldn't be reflecting Genjutsu higher than they can logically learn anyway.

Either is fine with me. I was just giving options I had thought up.
